On Monday, December 12, a meeting “Improving the availability of medical care in primary health care” was held in the webinar mode within the framework of federal incident No. 38 “Doctor’s appointment” under the leadership of the Minister of Health of the Russian Federation Mikhail Murashko.
It was also attended by Director of the Central Research Institute of Organization and Informatization of Healthcare Olga Kobyakova, Director of the National Medical Research Center of Therapy and Preventive Medicine of the Ministry of Health of the Russian Federation , Oksana Drapkina, as well as heads of regional health authorities.
Dagestan State Medical University headed by Acting Rector Visampasha Khanaliev also took part in the meeting.
The report “Improving the accessibility of primary health care” was made by M. Murashko. “Digital solutions should already form new requirements for business processes of medical organizations and a new format for working with data, a culture of working with data. That is, the electronic medical history should already automatically generate the raising of data that are the most significant. In particular, chronic diseases affecting the quality of life and life expectancy should be elevated to a priority diagnosis, as we used to have it on the second page of the outpatient card,” the minister said during the webinar.
According to him, acute diseases, which to a lesser extent affected the general state of health, should be formed in the diagnosis in the second place, and tests for certain patients should line up in a trend. “And not just flipping through the outpatient chart to find the absolute number of indicators, for example, glycated hemoglobin, but also to build it in the form of graphs, trends, in order to see how this patient is being treated for a long time,” Murashko said.
The Minister touched upon the issues of modernization of primary health care, burden sharing on medical workers and other issues.
